I have asked Laura to join us for 15 minutes in our meeting today to review the problem and the solution with your" --- At the September 3 meeting of the Orange County BOCC, Exhibit L was a "list of publicly owned animals operated on between 6/28/02 and 7/25/02 with complete documentation" The operations were performed by Dr. Dubrovsky, apparently at the direction of Laura Walters. --- September 3, 2002 letter from Ann Peterson to Dr. Herbert A. Justus and members of the N.C. Veterinary Medical Board. "It recently came to the attention of APS that a part of a program we had developed ... may have violated state laws relating to the ownership and operation of a veterinary practice. We have stopped offering that program until we can determine if it can be operated in a manner that complies with State law. ... This program operated successfully until March or April of the year. It was stopped completely at that time when we determined that it may violate State statutes and could not be easily redesigned to comply with State statutes ... We hired counsel to investigate and in March or April determined that our current Low Cost Spay Neuter Program violated those statutes and could not be easily redesigned to comply. As a consequence, it was stopped and has not operated since."
